Developing a sustainability indicator framework for the Vietnam National Industry - Energy Group
Abstract
Amid the increasingly widespread adoption of global sustainability/ESG standards, particularly the ISSB standards, which have become mandatory in more than 21 countries (accounting for roughly 60% of global GDP), the development of a sustainable measurement system has become an urgent requirement for national energy corporations. This study assesses the current state of sustainable development practices at member units of the Vietnam National Industry - Energy Group (PETROVIETNAM), based on an analysis of widely recognized international frameworks (such as GRI, SASB, IFRS, and ESRS) and domestic indicator frameworks (including CSI, VNSI), combined with a survey conducted across 10 member units.
On this basis, the study proposes a framework of sustainable development indicators for PETROVIETNAM comprising six main thematic groups: (i) Economic and Financial Performance; (ii) Governance and Business Ethics; (iii) Energy and Climate Change; (iv) Environment; (v) Health, Safety and Security; and (vi) Labor and Society. The proposed indicator framework is designed to be quantitative and outcome-based, aiming to standardize the monitoring, measurement, and evaluation of policy effectiveness, and to provide a scientific and practical basis for PETROVIETNAM to improve its sustainable development governance system and enhance its competitiveness.
